Ministry of Culture and state government invest R $ 15 million in points of culture of São Paulo

The Ministry of Culture and the Government of São Paulo launched, not finalists 29, a call for selection of culture points in the total amount of R $ 15 million. This is the first renegotiation since MinC decided, in the second half of 2017, to update the Living Culture Program and the participation of the liabilities of agreements. Following a successful communication made by MinC with the Government of São Paulo, the State Network of Points of Culture will be relaunched. The new notice will select 544 organizations and cultural groups from São Paulo, which will receive prizes ranging from R $ 12 thousand to R $ 60 thousand each. The Living Culture Program was reviewed and bureaucratized by MinC. Covenants are being excluded and meals are within the new rules. The transfer will be much more agile; and the risk of problems was reduced.

No original agreement, signed in 2013, a forecast of federal resources for the second edict of the Paulista Network of Points of Culture was R $ 42 million. The MinC transferred, in 2014, R $ 12 million, but the resource was not used. Now, with a renegotiation, this amount is added to the counterpart of R $ 3 million from the São Paulo government, which makes the new bidding process feasible, with details being disclosed by the São Paulo Secretary of Culture.

“We are gradually resolving MinC’s liabilities, by adjusting the contracts to the capacity of the states and municipalities and the reality of the groups and entities benefited,” explains the Minister of Culture, Sérgio Sá Leitão. According to him, all the current events running in the Living Culture – 17 state and 19 municipal – are being reviewed. “We are passing the program, identifying and correcting the problems occurred in the 14 years of the Living Culture,” he says.

The next step for the renegotiation, according to Sá Leitão, will be from the city of Rio de Janeiro. There, of the 50 culture points, only 38 are available. The others, or have not met goals set by the program, or no longer exist. The principal ones are admitted in the repatriation receiving R $ 60 thousand each, value corresponding to the source of federal resources accompanied by no agreement. In addition, four culture points will each receive R $ 400,000. The adjustment will allow the release of resources that were stopped by problems in the operation of the agreement.

Another network that is close to a complete renegotiation is Rio Grande do Sul. When the agreement was concluded in 2011, there was a forecast of 160 culture points. To date, only 82 have resources. A Secretariat of Citizenship and Cultural Diversity of the Municipality was already founded to conclude a process of search for results and data recovery. The state networks of Bahia and Ceará and a municipal network of São Paulo will be the future renegotiation processes.

New network from São Paulo
The new announcement of the State Network of Points of Culture of São Paulo – as well as the other calls made after the repactuations – bring an important differential. National Policy on Living Culture
The Culture Live program – called the National Living Life Policy (PNCV) of 13,018 / 2014 – was created in 2004 to increase access to the means of production, circulation and cultural enjoyment in the country. It is managed by MinC in partnership with governments state, municipal and other institutions, such as schools and universities. It covers different languages and artistic and cultural expressions. It is one of the MinC programs that aims to promote the development of the creative economy in the country. There are now 3,364 culture points, of which 2,133 are in state and municipal networks, 725 are contracted by the Ministry itself, 99 indigenous and 407 certified through the digital platform of Culture Alive.
