Governments of Brazil and Uruguay sign agreement granting permanent visa

The Official Journal of the Union published today the agreement signed between Brazil and Uruguay that allows the expansion of the circulation of people between the two countries. As of this agreement, Brazilians and Uruguayans may have seen permanent without the requirement of prior temporary residence time. For those interested in permanent residence, a personal identification document, such as a valid passport, identity card, special border document or certificate of nationality issued by the consular agent of the country of origin, is required.

Applicants must also present a certificate or personal statement that proves a denial of judicial, criminal or police records in the country of origin or in those who have resided in the five years prior to their arrival in the country of destination. It is also necessary to file another personal declaration of absence of international criminal or police records.

In Brazil, visa applications must be made with the Brazilian consular representation. Applications for permanent residence must be submitted to the Federal Police or directly to the National Secretariat of Justice. In Uruguay, applications will be processed at the Uruguayan diplomatic representation or at the National Directorate of Migration.

The procedures are exempt from fees and allow migrants the right to engage in any activity in the country of destination, under the same conditions as nationals, “subject to the limits imposed by the internal rules of each Party.” The agreement will enter into force 30 days after ratification of the document in both countries.
