Tourism agencies in São Paulo benefit from special regime for issuing invoices

After fifteen years of litigation by the Trade Union of Tourism Companies in the State of São Paulo (Sindetur-SP), the São Paulo City Council finally established a Special Regime for the issuance of invoices issued by Tourism Agencies, through the Normative Instruction SF / SUREM No. 14, published on July 19.

Under the new regime, service invoices issued by providers of services brokered by tourism agencies (such as hotels, car rental companies, tour operators and others) may not be issued in the name of Tourism Agencies, which are mere intermediaries of these services, but In the name of its actual service taker, the final customer, even though the Tourism Agencies are responsible for payment of these intermediated services.

The conquest, discussed during the term of six mayors, will allow Tourism Agencies to issue their Electronic Service Tax Notes for the total value of the services contracted and deduct the transient amounts destined to the providers of the intermediary services, being the basis of calculation of the ISS The difference between these values.
